Project Overview

Grosvenor in conjunction with Westminster City Council are proposing public realm improvements along Motcomb Street, Kinnerton Street, Lowndes Street, West Halkin Street and Wilton Terrace to unite the area, present it with one identity and to encourage pedestrian movement into and through the area.

The highway improvements include the following:


  • Introduction of a Pedestrian Zone in Motcomb Street between Lowndes Street and Kinnerton Street which will ban all vehicles, except authorised vehicles, between noon and midnight;
  • Changes to the proposed traffic management to enable access to Motcomb Street for authorised vehicles between noon and mid-night;
  • Widening and repaving the footways of Motcomb Street in Yorkstone;
  • Repaving the carriageway of Motcomb Street in tri colour granite setts. It is proposed to raise the carriageway level between Lowndes Street and Kinnerton Street to make it flush with the footway;
  • Widening and repaving a section of the footways and carriageway of Kinnerton Street in Yorkstone and granite setts;
  • Planting three new trees on the western footway of Kinnerton Street immediately north of the junction with Motcomb Street.
  • Improved public lighting along the extents of the scheme;
  • Relocation of parking bays from Motcomb Street to West Halkin Street and introduction of additional loading bays provision in Motcomb Street;
  • Widening and repaving a section of footways along West Halkin Street in Yorkstone;
  • Improving surface water drainage along the whole extents of the scheme.
