Project Overview
Westminster City Council is proposing public realm improvement works along Rupert Street from Coventry Street to Shaftesbury Avenue. The scheme is proposing to widen the pedestrian footway along the eastern side of the street, reallocate the loading and parking provision and upgrade footway materials. These works will provide significant benefits in terms of pedestrian comfort and safety, including:
- Wider and less cluttered footways, reducing pedestrian congestion and raising the profile of commercial frontages;
- Use of high-quality natural materials throughout the scheme enhancing the public realm space;
- Raised parking and loading pads levelled with footways to reduce the visual dominance of the carriageway within the street;
- Realigned raised table junctions to aid reducing vehicle travel speeds to create a safer environment for travelling public;
- Upgraded lighting, mounted on buildings where possible.

Outline Programme
Phase 1: End of February 2020 (approx. 8 weeks)
Construction of the southern part of Rupert Street, from house no. 16 to Coventry Street. A road closure will be required to undertake the works. However, the street will operate as a cul-de-sac with access from Shaftesbury Avenue only to enable business servicing and local access.
Phase 2: Mid-April 2020 (approx. 6 weeks)
Construction of the middle section of Rupert Street, from Rupert Court to house no. 16. The road closure will continue during this phase, as well as the operation of the northern part of the street as a cul-de-sac. The southern part of Rupert Street already constructed in Phase 1 will be opened to traffic and would also operate as a cul-de-sac.
Phase 3: End of May 2020 (approx. 10 weeks)
Construction of the northern part of Rupert Street, from Shaftesbury Avenue to Rupert Court. During this phase the street will operate as a cul-de-sac with access from Coventry Street only to enable business servicing and local access.
Resurfacing*: July 2020 (approximately 1 week)
Carriageway resurfacing works on Rupert Street.
