Project Overview

In April 2016, a S106 Agreement (15/06448/FULL) was signed to allow the redevelopment of 1-5 Grosvenor Place into a new hotel. The agreement was between Westminster City Council and the Freeholder of the property (Duke of Westminster), the first leaseholder (Grosvenor Estate Belgravia), the second leaseholder (GP Lessee LLP) and the third leaseholder who is also the developer (Peninsula London Ltd).

The S106 agreement stipulates that as part of the proposed development work, the developer will contribute a sum of money towards public realm improvements on the surrounding roads of Halkin Street, Grosvenor Crescent and Grosvenor Place. This contribution was to be in addition to the standard highways
works costs which would be incurred to make the area acceptable after development works were complete.

The proposals include, but are not limited to the following:

• Widened footways on Grosvenor Crescent to improve pedestrian accessibility;
• Inset Granite Sett parking bays proposed on Halkin Street;
• Vehicle crossovers to be paved in Granite Setts at pavement level to maintain continuity of pedestrian movement;
• Enhanced lighting;
• Installation of new cycle stands on Grosvenor Crescent and Halkin Street;
• Proposed 6 new trees;
• Proposed 3 new gullies in Grosvenor Crescent and improved drainage;
• Improvements to existing carriageway and footway surface.

Implementation of the proposals is scheduled to commence in January 2022 and works are expected to be completed in July 2022 (subject to approvals and weather conditions).

Outline Programme

• Halkin Street footway and carriageway works will take place from Tuesday 4th January 2022 and works are due to be complete in early April 2022, weather permitting;
• Grosvenor Crescent footway and carriageway works will take place from Monday 4th April 2022 and works are due to be complete in early July 2022, weather permitting.

Road closures are currently planned for the following dates (subject to approval):

• Halkin Street Road closures from 04/01/2022 to 24/01/2022 and from 31/03/2022 to 01/04/2022;
• Grosvenor Crescent Road closures from 04/04/2022 to 29/04/2022 and from 29/06/2022 to 01/07/2022;
