Project Overview
FM Conway Ltd have been commissioned on behalf Westminster City Council to undertake developer funded Public Realm improvements at Little Portland Street between Regents St and Great Portland Street.
The City Council carried out Public and Key Stakeholder Consultation exercises in July 2019, September / October 2022, and Traffic Management Order (TMO) Consultation in September / October 2022, which successfully acquired support for this scheme.
These planned enhancements as shown on the plan (Figure 1) enclosed include:
- Provision of a raised tri colour granite sett carriageway flush with the footway including York stone setts in the footway with new granite kerbs.
- Prohibition of motor vehicles to create a pedestrian and cycle zone with managed removable bollards from 11am to 11pm, and loading bay provision between 6am and 11am (Monday to Sunday)
- Removal of existing street lighting and replacement with new wall mounted lanterns.
- Renewal of York stone paving flags on Regents Street outside Morley and Remo House
- Various amendments to parking provisions and waiting and loading restrictions in the local area as necessary, including relocation of two diplomatic bays to Little Portland Street east of Great Portland Street

Outline Programme
Works are planned to commence on Monday 21st November and are anticipated to be completed by the end of May 2023. Working hours are 0730 to 1700 Monday to Friday and Saturday to 1300. Works will be undertaken in a number of phases, as shown below. Dates shown are indicative and may change as work progresses.
- Phase 1 (21 November to 22 December 2022)
- Kerb and footway works from 10 & 16 Little Portland to Great Portland Street.
- Installation of wall mounted lighting
- Phase 2 (4 January to 2 Feb 2023)
- Kerb and footway works on Regents Street
- Kerb and footway works between Regents Street and 10 & 16 Little Portland Street
- Phase 3 (22 February to 23 May 2023)
- Full excavation of carriageway to install granite raise table (length of road)
To safely undertake the works, a full road closure is necessary for the construction duration, with no vehicle access from Great Portland Street. Loading will be available on Great Portland Street. During the Christmas period 22 December to 3rd January, all works will be paused, and the road closure will be removed.
Pedestrian access will be maintained at all times and where we are required to complete works in front of your property or business, we will arrange convenient date and time with you. A site compound will also be located on Great Portland Street for site welfare and material storage.
